Pemerintah Menerapkan Kebijakan BBM Satu Harga - Single Fuel Price Policy 

Bahan Bakar Minyak - BBM merupakan salah kebutuhan pokok masyarakat yang memberi banyak sekali manfaat dalam aktifitas ekonomi dan pembangunan suatu wilayah,baik dalam hal  transportasi, penyediaan air bersih, pembangunan infrastruktur listrik, penyediaan  listrik, manufaktur serta berbagai industri lainnya. Semua itu membutuhkan ketersediaan dan harga BBM yang  memadai.

Harga BBM mempunyai dampak langsung pada biaya produksi, biaya hidup dan daya beli  masyarakat dalam aktifitas ekonomi dan pembangunan, yang pada akhirnya mempengaruhi harga barang dan jasa, tingkat kreatifitas serta  produktifitas masyarakat dalam upaya meningkatkan nilai tambah dan kesejahteraan bagi  perekonomian keluarga dan masyarakat di suatu wilayah.
Menurut Badan Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (BP Migas), produk PERTAMINA di sektor hilir terdiri dari Bahan Bakar Minyak (BBM), Non BBM, Gas, Petrokimia, dan Pelumas. Produk BBM itu sendiri terdiri dari :
1. Minyak Bensin,
2.Minyak Tanah,
3.Minyak Solar
4.Minyak Diesel,
5.Minyak Bakar. 
                      
Ketidakseragaman Harga BBM dengan Provinsi Paling Timur Indonesia
Selama puluhan tahun Sejak 1969 Papua bergabung dengan NKRI, masyarakat Papua membeli BBM dengan harga beberapa kali lipat dibandingkan dengan  masyarakat yang berada di Indonesia bagian barat dan tengah. Jika di daerah bagian barat dan tengah Indonesia, masyarakat hanya dengan mengeluarkan uang  Rp.6.450, sudah bisa memperoleh bensin satu liter, namun lain halnya di Papua, harga seliter bensin bisa mencapai Rp.50ribu atau Rp.60ribu  bahkan Rp.100 ribu/liter, tergantung daerahnya di Papua. Hal ini membuat rakyat di Papua merasakan  ketidakadilan perceived injustice, seolah olah mereka, masyarakat Papua,di NKRI dianaktirikan karena tidak memperoleh priviledge yang sama dalam menikmati harga bensin premium nasional. Dengan demikian semua harga barang dan makanan jauh lebih tinggi harganya dibandingkan di daerah barat dan tengah Indonesia.Mobilitas masyarakat di Papua juga tidak setinggi daerah lain.

Progam BBM Satu Harga
Sejak pemerintahan baru Jokowi dan JK, pemerintah mulai memberi perhatian khusus dengan ketidakseragamanan BBM di provinsi paling timur Indonesia. Dalam kurun waktu 2 tahun pemerintahan, presiden Jokowi berserta rombongan beberapa menteri Kabinet Kerja mengadakan kunjungan kerja ke Papua. Mereka meninjau dan berdialog dengan para pemimpin dan masyarakat setempat untuk bisa memastikan akar permasalahan yang menghambat Provinsi Papuan selama ini.

Dalam salah satu kunjungannya ke Jayapura, Presiden Jokowi mengungkapkan adanya ketidakadilan harga BBM di wilayah Papua. Kondisi tersebut jauh berbeda dengan Jawa yang harga BBM untuk jenis Premium Rp 6.450/liter dan Solar Rp 5.150/liter.

Presiden Jokowi melihat ada ketidakadilan di Papua,  di Jawa , harga bensin hanya Rp 7ribu, sedangkan di Papua, harga bensin beberapa kali lipat lebih mahal.  “Di sini Pak Kapolda Papua Irjen Pol Paulus Waterpauw menyampaikan di wilayah pegunungan Papua ada yang mencapai Rp 100 ribu/liter, di Wamena Rp 70 ribu/liter," kata Presiden Jokowi, ketika meresmikan enam infrastruktur kelistrikan untuk Papua dan Papua Barat, di Gardu Induk Waena, Jayapura, Papua, 

Presiden Jokowi berdiskusi dengan direksi pertamina mengenai ketidaksamaan harga BBM di Papua. Presiden Jokowi ingin BBM Satu Harga, di seluruh Indonesia baik di Jawa, Bali,NTB – NTT,  Sumatera, Kalimantan, Sulawesi dan Papua, dll.  Direktur Utama Pertamina Bapak Dwi Soetjipto, saat itu mengingatkan kebijakan 'satu harga BBM' akan menyebabkan Pertamina merugi Rp800 miliar atau lebih per tahun. Bapak Ahmad Bambang, Wakil Dirut Pertamina, juga menjelaskan Pertamina harus membangun depot depot baru, agen distribusi diesel yang baru serta 5 pesawat khusus untuk membawa BBM ke daerah terpencil di Papua.

Manager Komunikasi Pertamina bapak Arya Dwi Paramita sesunggunya pertamina menghadapi kendala melaksankan program pemrintah ini karena kuragnnya kesiapan dalam pendistribusian berbagai agen serta tantangan geografis di daerah terpencil serta cuaca yang buruk di Papua.

Presiden Jokowi ingin mewujudkan kebijakan BBM satu harga di Papua agar bisa mempercepat gerak perekonomian di wilayah Propinsi Papua yang wilayah geografis nya banyak pegunungan dan dataran tinggi.
Meski penyaluran bahan bakar minyak (BBM) di Papua dan Papua Barat tergolong sulit, namun Bisa. Pertamina menyatakan siap Dukung Penuh Pemerintah Wujudkan BBM Satu Harga Untuk Papua Dan Papua Barat

Oleh Karena itu Menteri ESDM Ignasius Jonan tanggal 10 November 2016  telah menandatangani Peraturan Menteri ESDM Nomor 36 Tahun 2016 tentang Percepatan Pemberlakuan Satu harga Jenis Bahan Bakar Tertentu dan Jenis Bahan Bakar Minyak Khusus Penugasan Secara Nasional. Permen ini mulai berlaku pada tanggal 1 Januari 2017.



Peraturan Menteri ESDM Nomor 36 Tahun 2016

Dengan tidak meratanya distribusi BBM Satu, Direktur Pemasaran Pertamina Muhammad Iskandar Usul Sistem Kupon agar tidak ada pengecer yang membeli BBM terlalu banyak sehingga pendistribusiannya tidak merata.

Corporate Secretary PT Pertamina (Persero) Syarial Mukhtar mengatakan Pertamina menargetkan di tahun 2019 BBM satu harga sudah menjangka di 150 titik daerah-daerah 3T. Selama ini penyaluran BBM hanya sampai di SPBU. "Dengan program BBM Satu Harga penyalur BBM sampai ke lembaga penyalur BBM lebih jauh lagi sehingga sampai ke masyarakat pelosok,"

Mengenai biaya pendistribusian yang ditanggung Pertamina mencapai Rp 800 miliar. Mungkin sekarang sudah bertambah. Dia menjelaskan walaupun demikian hal itu tetap dilakukan oleh Pertamina karena tugas Korporasi pertamina ada dua yakni mencari profit dan Kewajiban Melayani Masyarakat Public Service Obligation (PSO).
Sesungguhnya jika pengawasannya dibebankan seluruhnya kepada PT Pertamina. Rantai distribusi PT Pertamina tak mampu mengawasi sampai ke level bawah.

Apabila kita mengacu pada Perpres Nomor 191 Tahun 2014,Perpres 191,2014 tugas pengawasan distribusi BBM adalah kewenangan BPH Migas,yang berkoordinasi dengan Kementerian Dalam Negeri , khususnya pemerintah daerah (pemda). Oleh karena itu, BPH Migas seyogianya harus bersinergi dengan pemda setempat. Pemda punya andil besar untuk menjaga kebijakan satu harga agar berjalan efektif dan fair. Karena aparat pemda tahu persis, siapa saja pemainnya dan berapa jumlah pengecernya.

Pendistribusian ke daerah terdepan, terluar, dan tertinggal (3T) dalam program BBM satu harga merupakan public service obligation Pertamina.


Menurut Direktur Utama PT Pertamina (Persero) Elia Massa Manik.  “Sebenarnya Pertamina tidak mengalami kerugian akibat menjalankan penugasan pe­merintah dalam menjual BBM penugasan dan penyaluran BBM satu harga. Pertamina, hanya kehilangan potensi pendapatan saja. Jadi tidak merugi atau tekor seperti yang digembar-gemborkan,”

Pertamina is Indonesia's largest state-owned enterprise (SOE) in terms of revenue and income.  Pertamina plans to implement the government’s policy to implement Single Fuel Price  in 54 remote cities and regencies across the nation by the end of this year.
According to the Pertamina vice president for retail fuel marketing, Affandi, they have already made a road map to make these regions able to share a single fuel price. 

A total 150 regions were included in the program to charge the same price for fuel, which for the subsidized gasoline known as Premium would be Rp 6,450  per liter and for the subsidized diesel known as Solar would be Rp 5,150 per liter.

The Great Seal Of US One Dollar Bill

Did you know a dollar bill has hidden pictures, flecks of color, and mysterious symbols? And that’s just the beginning. What do all those seemingly random letters and Latin phrases mean, anyway?
 
The first $1 bill was issued in 1862 as a Legal Tender Note with a portrait of Salmon P. Chase, the Treasury Secretary under President Abraham Lincoln



The Basics: How much is a dollar worth?

The question seems simple, but the answer is quite complex. Since 1973, the dollar bill has had no value tied to it. You cannot trade in a dollar to the government for gold, silver, or any other commodity. The value of the nation's currency is related to the decree by the government that a dollar is legal tender for all debts. This means if someone attempts to pay a debt using dollars, the person being paid must accept the money or the law no longer recognizes the debt. This is important enough that the phrase is printed on every bill the government creates.





 The National Banking Act of 1863 established a national banking system and a uniform national currency. Banks were required to purchase U.S. government securities as backing for their National Bank Notes. Although United States Notes were still widely accepted, most paper currency circulating between the Civil War and World War I were National Bank Notes. They were issued from 1863 through 1932. From 1863 to 1877 National Bank Notes were printed by private bank note companies under contract to the Federal government. The Federal government took over printing them in 1877.
 
It is also vital for the nation's citizens to agree that the bills have value. If the members of a society decided that they did not believe in the currency, it would quickly be worth no more than the paper it is printed on. For the record, each bill costs the government 6.4 cents to print.

What kind of paper are the bills made from?

Bills are made from a blend of linen and cotton, which is why they don't fall apart in the wash the way paper does. If you look closely, you can see red and blue silk fibers woven throughout the bill. The threads are thought to be an anti-counterfeit measure.

Hint: Look in the white spaces on the face of the bill for little bits of the colored thread. They look like lint but you can't scratch them off!

On the face of a dollar, what does the letter inside the circular seal mean?



The black seal with the big letter in the middle signifies the Federal Reserve bank that placed the order for the bill. A = Boston, B = New York City, C = Philadelphia, D = Cleveland, E = Richmond, Va., F = Atlanta, G = Chicago, H = St. Louis, I = Minneapolis, J = Kansas City, K = Dallas.

The letter also corresponds to the black number that is repeated four times on the face of the bill. For example, if you have a bill from Dallas with the letter K, then the number on the bill will be 11 because K is the eleventh letter in the alphabet.

Can you find any tiny owls or spiders hidden on the front of the bill?
 


Many people believe they can see a tiny owl (some say it is a spider) next to the large "1" on the upper right of the bill. If you look at the shield shape that surrounds that "1," the tiny owl rests on the top left corner.

More than likely, the markings are nothing, just a point where the webbed design of the border varies. That won't stop some people from associating the peculiar detail with Masonic symbols, or with more practical things, like anti-counterfeit measures.

The Great Seal of the United States

The green back of the dollar bill features the two sides of The Great Seal of the United States. The founding fathers approved its design in 1782. Ben Franklin, John Adams, and Thomas Jefferson all had a hand in devising it. The seal provides great insight into the values of the newborn nation and, like the Constitution, provides a direct link to its formative days.

What does Annuit Coeptis mean?
 

The first of three Latin phrases on the back of the bill is translated as "God looks favorably upon our projects in progress - God favors our undertakings." Many founders, Franklin and George Washington among them, believed that God's will was behind the successful creation of the United States.


Beneath the pyramid, what does Novus Ordo Seclorum mean?

These Latin words mean "New order of the ages or New World Order ." Charles Thomson, a statesman involved in the design of The Great Seal of the United States, proposed the phrase to signify the beginning of what he called "the new American Era," which he said began in 1776 with the signing of the Declaration of Independence.
Why is MDCCLXXVI on the bottom of the pyramid?

The letters are Roman numerals for 1776. M is 1,000, D is 500, CC is 200, L is 50, XX is 20, VI is 6. Add the numerals on the pyramid together and you get the year 1776, when the Declaration of Independence was signed, and when the Novus Ordo Seclorum began.


Why is there an unfinished pyramid with a glowing eye?

Thomson explained the sturdy pyramid as a symbol of "strength and duration". He did not explain its unfinished state, but many believe it signified that our nation remained unfinished. The pyramid also stops at 13 steps, the number of the original colonies.
 
The "Eye of Providence" is a visual representation of the words Annuit Coeptis, and reinforces the founders' notion that God looked upon the endeavor of the new nation with favor. Many theorists mistakenly believe the symbolism of the eye is related to the Freemasons (a secret society whose members believed they were under the careful scrutiny of God), but the symbolism of the glowing eye is far older than any Freemason thinking. Scholars have traced versions of the symbol as far back as the ancient Egyptians.

What does E Pluribus Unum mean?


"Out of many, one." The 13 disparate colonies came together to form one nation.

Why a bald eagle? The founders wanted an animal native to America to be the new nation's symbol. In its talons the eagle holds arrows and olive branches, signifying war and peace.
